Narrative:
I took over desk at approximately XA00Z. When I started to work on release for outbound flight to ZZZ, I noticed MEL on the aircraft. Further research revealed no penalty take on flight back from ZZZ to origin using same aircraft, and flight was not authority/authorized to land ZZZ account of ZZZ runway 7000 ft. I called ZZZ to advise that there might be a chance that 30-40 passenger would not make outbound flight due to penalties. They were going to look at protecting on another carrier. I then called B757 technician to see if it was possible to clear the MEL. They were going to call maintenance. I then called ZZZ to have them contact the inbound captain on flight (who was also PIC on outbound flight). He was not in the room, so they left a message to return a call to dispatch. When the captain called, I advised him of the situation.

Title: A DISPATCHER'S RPT REGARDING THE UNAUTH LNDG OF A B757 WITH ANTISKID INOP AT ZZZ, US.
Narrative: I TOOK OVER DESK AT APPROX XA00Z. WHEN I STARTED TO WORK ON RELEASE FOR OUTBOUND FLT TO ZZZ, I NOTICED MEL ON THE ACFT. FURTHER RESEARCH REVEALED NO PENALTY TAKE ON FLT BACK FROM ZZZ TO ORIGIN USING SAME ACFT, AND FLT WAS NOT AUTH TO LAND ZZZ ACCOUNT OF ZZZ RWY 7000 FT. I CALLED ZZZ TO ADVISE THAT THERE MIGHT BE A CHANCE THAT 30-40 PAX WOULD NOT MAKE OUTBOUND FLT DUE TO PENALTIES. THEY WERE GOING TO LOOK AT PROTECTING ON ANOTHER CARRIER. I THEN CALLED B757 TECHNICIAN TO SEE IF IT WAS POSSIBLE TO CLR THE MEL. THEY WERE GOING TO CALL MAINT. I THEN CALLED ZZZ TO HAVE THEM CONTACT THE INBOUND CAPT ON FLT (WHO WAS ALSO PIC ON OUTBOUND FLT). HE WAS NOT IN THE ROOM, SO THEY LEFT A MESSAGE TO RETURN A CALL TO DISPATCH. WHEN THE CAPT CALLED, I ADVISED HIM OF THE SIT.
