Narrative:

I was approaching ddc at altitude of 800 ft. Called traffic while west of city and airport 9 mi. WX going down to IFR over airport. There was a twin in pattern on the ILS. I stayed well south of the ILS on 140 degrees to be safe. I should have called for an SVFR or an IFR approach as I had plates with me, but stayed below clouds and in sight of airport. Visibility horizontal was 10 mi and 500 ft over airport. Was VFR at 6500 ft when departed and all the way to ddc but IFR over airport. I was in radio contact with pilot on ILS so stayed out of his way.
