Narrative:
Joined VOR in VMC conditions at asalt at 3000 ft. Did not begin descent to 1500 ft. 1 mi prior to cri, looked down for altitude to descend to and realized error. Began immediate descent and missed altitude by approximately 800 ft. Had already been switched to tower and cleared to land. Attention to approach was distraction due to VMC, heavy aircraft in front, and searching for lead-in lights.

Title: A FLC CROSSED ABOVE THE CHARTED ALT ON APCH TO RWYS 22 AT JFK.
Narrative: JOINED VOR IN VMC CONDITIONS AT ASALT AT 3000 FT. DID NOT BEGIN DSCNT TO 1500 FT. 1 MI PRIOR TO CRI, LOOKED DOWN FOR ALT TO DSND TO AND REALIZED ERROR. BEGAN IMMEDIATE DSCNT AND MISSED ALT BY APPROX 800 FT. HAD ALREADY BEEN SWITCHED TO TWR AND CLRED TO LAND. ATTN TO APCH WAS DISTR DUE TO VMC, HVY ACFT IN FRONT, AND SEARCHING FOR LEAD-IN LIGHTS.
