Narrative:

I was given a crossing restr to cross bronc intersection at and maintain 9000 ft. When given the clearance I was 18 mi away from bronc. I was at 17000 ft. I initiated a descent of 2000 FPM to make the restr. In the meantime I was on the radio talking to unicom (FBO) to arrange a rent-a-car. In turn I got distracted and did not meet the crossing restr at bronc. I was 3000 ft too high. I feel I got distracted by trying to do too many things at once. I also feel that I should have advised approach that I might not be able to accept the crossing restr clearance because of the tailwind that was increasing my ground speed to well over 310 KTS in the descent. Trying to make arrangements with the FBO on the radio should be done before the busy terminal area or when on the ground.

Title: ALT XING RESTR. ATX CROSSED A POINT TOO HIGH.

Narrative: I WAS GIVEN A XING RESTR TO CROSS BRONC INTXN AT AND MAINTAIN 9000 FT. WHEN GIVEN THE CLRNC I WAS 18 MI AWAY FROM BRONC. I WAS AT 17000 FT. I ALSO FEEL THAT I SHOULD HAVE ADVISED APCH THAT I MIGHT NOT BE ABLE TO ACCEPT THE XING RESTR CLRNC BECAUSE OF THE TAILWIND THAT WAS INCREASING MY GND SPD TO WELL OVER 310 KTS IN THE DSCNT. TRYING TO MAKE ARRANGEMENTS WITH THE FBO ON THE RADIO SHOULD BE DONE BEFORE THE BUSY TERMINAL AREA OR WHEN ON THE GND.
