Narrative:
During class B transition through bwi airspace, we saw approaching cloud deck at our altitude and asked for 180 degree deviation. ATC did not respond to us, but was transmitting to another aircraft. I advised student to begin a left turn as we attempted to call again. ATC issued the appropriate clearance, but we were unable to complete the turn before we entered the clouds.

Title: INSTRUCTOR PLT ALLOWS ACFT TO ENTER CLOUDS WHILE AWAITING CLRNC FROM ATC.
Narrative: DURING CLASS B TRANSITION THROUGH BWI AIRSPACE, WE SAW APCHING CLOUD DECK AT OUR ALT AND ASKED FOR 180 DEG DEV. ATC DID NOT RESPOND TO US, BUT WAS XMITTING TO ANOTHER ACFT. I ADVISED STUDENT TO BEGIN A L TURN AS WE ATTEMPTED TO CALL AGAIN. ATC ISSUED THE APPROPRIATE CLRNC, BUT WE WERE UNABLE TO COMPLETE THE TURN BEFORE WE ENTERED THE CLOUDS.
