Narrative:
Flight xyz jul/xa/99 scheduled to operate msy to sfo diverted to ama to offload a sick passenger. The crew advised me they would be overweight by 11.4 pounds and 2 oxygen bottles were used. I called our sam controller to advise him of the overweight landing and the oxygen bottles used. I notified our manager on duty, as well as our operations control that an inspection is going to be required. After talking with the crew on the ground in ama, the captain advised me his first officer was on the phone with maintenance discussing the overweight landing and he was going to talk to maintenance about servicing the oxygen bottles. It sounded to me that the crew was going to have these matters tended to before they left ama. The crew took off ama without 2 masks on the air bottles. I was never advised the medical kit was used and our maintenance controller determined an overweight landing inspection was not required. The crew did not get sam approval to depart with these open log items.

Title: AN AIRBUS 320 WAS DISPATCHED IN NON COMPLIANCE WITH OPEN UNANSWERED LOG RPTS, ALL 'NO GO' ITEMS.
Narrative: FLT XYZ JUL/XA/99 SCHEDULED TO OPERATE MSY TO SFO DIVERTED TO AMA TO OFFLOAD A SICK PAX. THE CREW ADVISED ME THEY WOULD BE OVERWT BY 11.4 LBS AND 2 OXYGEN BOTTLES WERE USED. AFTER TALKING WITH THE CREW ON THE GND IN AMA, THE CAPT ADVISED ME HIS FO WAS ON THE PHONE WITH MAINT DISCUSSING THE OVERWT LNDG AND HE WAS GOING TO TALK TO MAINT ABOUT SVCING THE OXYGEN BOTTLES. IT SOUNDED TO ME THAT THE CREW WAS GOING TO HAVE THESE MATTERS TENDED TO BEFORE THEY LEFT AMA. THE CREW TOOK OFF AMA WITHOUT 2 MASKS ON THE AIR BOTTLES.
