Narrative:
The problem at king salmon, ak, is the floatplane traffic. Floatplanes land on the river at king salmon in all directions and all along the river from one end of the control zone to the other. They land and take off in all directions like a STAR burst. The tower does the best it can, but the tower is shorthanded and in many cases can't see the floatplanes. The situation is an accident waiting to happen, whether between 2 aircraft or between a floatplane and a boat. The river is heavily used by boats which run helter skelter like the floatplanes. I didn't encounter a particular situation, just in general this is a bad scene.

Title: PA18 PLT CONCERNED WITH THE VARIED, BUT LEGAL USAGE AND OPERATING PRACTICES WITHIN THE AKN CTL ZONE.
Narrative: THE PROB AT KING SALMON, AK, IS THE FLOATPLANE TFC. FLOATPLANES LAND ON THE RIVER AT KING SALMON IN ALL DIRECTIONS AND ALL ALONG THE RIVER FROM ONE END OF THE CTL ZONE TO THE OTHER. THEY LAND AND TAKE OFF IN ALL DIRECTIONS LIKE A STAR BURST. THE TWR DOES THE BEST IT CAN, BUT THE TWR IS SHORTHANDED AND IN MANY CASES CAN'T SEE THE FLOATPLANES. THE SIT IS AN ACCIDENT WAITING TO HAPPEN, WHETHER BTWN 2 ACFT OR BTWN A FLOATPLANE AND A BOAT. THE RIVER IS HEAVILY USED BY BOATS WHICH RUN HELTER SKELTER LIKE THE FLOATPLANES. I DIDN'T ENCOUNTER A PARTICULAR SIT, JUST IN GENERAL THIS IS A BAD SCENE.
