Narrative:
I was cleared to land by the bed tower controller. While on short final, less than 1/2 mi from touchdown, the tower controller cleared a C172 for departure, saying 'this guy has been waiting a long time.' when it became apparent that there was not sufficient separation, the tower issued immediate go around instructions. My airplane had been configured for minimum flight speed, anticipating this problem. By the time I could clean up the airplane for the go around, I was nearly on the ground. This resulted in a near collision with the departing aircraft. This hazardous situation could have been avoided if the tower controller waited for landing traffic before clearing the departure aircraft.

Title: BED CTLR ISSUES TKOF CLRNC TO A C172 WITH ANOTHER ACFT ON ONE HALF MI FINAL, CAUSING A GND CONFLICT. CTLR ISSUES GAR WHEN IFR ACFT ON FINAL IS FLARING OUT.
Narrative: I WAS CLRED TO LAND BY THE BED TWR CTLR. WHILE ON SHORT FINAL, LESS THAN 1/2 MI FROM TOUCHDOWN, THE TWR CTLR CLRED A C172 FOR DEP, SAYING 'THIS GUY HAS BEEN WAITING A LONG TIME.' WHEN IT BECAME APPARENT THAT THERE WAS NOT SUFFICIENT SEPARATION, THE TWR ISSUED IMMEDIATE GAR INSTRUCTIONS. MY AIRPLANE HAD BEEN CONFIGURED FOR MINIMUM FLT SPD, ANTICIPATING THIS PROB. BY THE TIME I COULD CLEAN UP THE AIRPLANE FOR THE GO AROUND, I WAS NEARLY ON THE GND. THIS RESULTED IN A NEAR COLLISION WITH THE DEPARTING ACFT. THIS HAZARDOUS SIT COULD HAVE BEEN AVOIDED IF THE TWR CTLR WAITED FOR LNDG TFC BEFORE CLRING THE DEP ACFT.
