Narrative:
On takeoff from cvg on runway 27 we were climbing through 1500 ft when the #2 engine started to roll back 5-15%. It then surged back to just past normal. It then settled to normal then repeated the roll back and return to normal. I asked for vectors to land at cvg and was turned for vectors to runway 36L. We landed without incident. No emergency was declared, but the emergency equipment was rolled as a precaution. The engine remained running throughout the approach and landing. There was a pilot seated in the first row who told us he heard and felt the power surge.

Title: A CL604 RETURNS TO LAND AT CVG WHEN THE R ENG DOES A SERIES OF 'ROLL BACKS.' CTLR CALLS FOR CFR.
Narrative: ON TKOF FROM CVG ON RWY 27 WE WERE CLBING THROUGH 1500 FT WHEN THE #2 ENG STARTED TO ROLL BACK 5-15%. IT THEN SURGED BACK TO JUST PAST NORMAL. IT THEN SETTLED TO NORMAL THEN REPEATED THE ROLL BACK AND RETURN TO NORMAL. I ASKED FOR VECTORS TO LAND AT CVG AND WAS TURNED FOR VECTORS TO RWY 36L. WE LANDED WITHOUT INCIDENT. NO EMER WAS DECLARED, BUT THE EMER EQUIP WAS ROLLED AS A PRECAUTION. THE ENG REMAINED RUNNING THROUGHOUT THE APCH AND LNDG. THERE WAS A PLT SEATED IN THE FIRST ROW WHO TOLD US HE HEARD AND FELT THE PWR SURGE.
