Narrative:

I was the pilot of an aircraft taking photos of the flood damage in charles city, ia. I did not check to see what the town's elevation was and flew at an altitude less than 1000 ft above the city. I was more concerned with getting good photos and assumed the ground elevation to be around 800 ft MSL. I deviated a few times from my altitude of 1800 ft MSL because of lack of attention as well, sometimes getting down to 1600 ft MSL, which was only 600 ft AGL. The error was not discovered until after landing at my home airport.

Title: PLT IN SMA FLEW OVER A CITY NEAR CYY LOWER THAN WHAT IS PERMITTED BY FARS.

Narrative: I WAS THE PLT OF AN ACFT TAKING PHOTOS OF THE FLOOD DAMAGE IN CHARLES CITY, IA. I DID NOT CHK TO SEE WHAT THE TOWN'S ELEVATION WAS AND FLEW AT AN ALT LESS THAN 1000 FT ABOVE THE CITY. I WAS MORE CONCERNED WITH GETTING GOOD PHOTOS AND ASSUMED THE GND ELEVATION TO BE AROUND 800 FT MSL. I DEVIATED A FEW TIMES FROM MY ALT OF 1800 FT MSL BECAUSE OF LACK OF ATTN AS WELL, SOMETIMES GETTING DOWN TO 1600 FT MSL, WHICH WAS ONLY 600 FT AGL. THE ERROR WAS NOT DISCOVERED UNTIL AFTER LNDG AT MY HOME ARPT.
