Narrative:
Location: 15 mi east of pappi intersection. We were at FL220 and 320 KTS assigned and cleared to cross 15 mi east of pappi intersection at 10000 ft. As we started descent in an attempt to comply we initially exceeded our assigned speed and upon realizing we were not going to meet the restr I asked for relief. ATC told us to do the best you can and slow to 300 KTS at 10000 ft. We descended to 10000 ft as quickly as we could and continued to ord. Here is my question: does the remark 'do the best you can' remove the crossing restr?
