Narrative:

The operational error described here involved 2 aircraft X (TB73QA) was departing anc en route to sju (eastbound), climbing to FL330. Aircraft Y (HB744I) was arriving anc from jfk (swbound, descending from FL390 to 16000 ft. These aircraft lost separation at approximately FL230, with the closest proximity of 3.29 NM lateral and 300 ft vertical. The controller detected the impending error prior to loss of separation and attempted to apply vertical separation. Conflict alert was not activated. Although the final cause of the operational error is classified as human error, contributing factors may include missed opportunities related to a new sector implementation.

Title: ZAN CTLR COULD NOT, IN A TIMELY MANNER, ESTABLISH LEGAL SEPARATION BTWN A CLBING AND DSNDING ACR.

Narrative: THE OPERROR DESCRIBED HERE INVOLVED 2 ACFT X (TB73QA) WAS DEPARTING ANC ENRTE TO SJU (EBOUND), CLBING TO FL330. ACFT Y (HB744I) WAS ARRIVING ANC FROM JFK (SWBOUND, DSNDING FROM FL390 TO 16000 FT. THESE ACFT LOST SEPARATION AT APPROX FL230, WITH THE CLOSEST PROX OF 3.29 NM LATERAL AND 300 FT VERT. THE CTLR DETECTED THE IMPENDING ERROR PRIOR TO LOSS OF SEPARATION AND ATTEMPTED TO APPLY VERT SEPARATION. CONFLICT ALERT WAS NOT ACTIVATED. ALTHOUGH THE FINAL CAUSE OF THE OPERROR IS CLASSIFIED AS HUMAN ERROR, CONTRIBUTING FACTORS MAY INCLUDE MISSED OPPORTUNITIES RELATED TO A NEW SECTOR IMPLEMENTATION.
