Narrative:

Company authority/authorized flight crew for '3 engine ferry for maintenance' with cabin crew authority/authorized from del to ams. #1 engine would not develop full takeoff power, which was reason for ferry. Authority/authorized was given over phone lines and I am unsure if it was legally a correct authority/authorized for 2 areas: 1) was it really a 2 engine ferry? 2) if it, in fact, was a 2 engine ferry, were we legal to carry cabin crew? Communication over phones and time zone differences made verification of authority/authorized impossible for crew members. The operations manual should be updated with specific guidance for such a situation.
