Narrative:
Upon climb out from tol, was heading 270 degrees magnetic assigned, cleared to 10000 ft. ATC points out traffic 1 O'clock 'altitude unknown.' the flight engineer first saw aircraft. He called out, 'I spotted it,' and called 'factor' captain was 'hand flying' turned left, descended to evade lake amphib traveling ssw at 7500 ft.' (improper altitude for direction, no altitude encoder!) FAA inspector was performing line check on our crew, reference his report same flight number same day. In this situation, TCASII on our aircraft would be to no avail (in spite of my true fondness for the instrumentation). Perfect testimony for constant vigilance, see and avoid, more sets of trained eyes in the cockpit the better and hand flying to flight levels or 'altitude.'

Narrative: UPON CLBOUT FROM TOL, WAS HDG 270 DEGS MAGNETIC ASSIGNED, CLRED TO 10000 FT. ATC POINTS OUT TFC 1 O'CLOCK 'ALT UNKNOWN.' THE FE FIRST SAW ACFT.
