Narrative:
1 mi final cos. Spotted small low wing aircraft 11 O'clock position. Moved closer 10 O'clock - 9 O'clock slightly above. Did not take evasive action and continued towards us. We veered off 30 degrees from ILS and descended slightly to avoid. It passed behind us and landed runway 17R. No transponder and had radio problems. Tower failed to notify us of traffic. They had a primary target on the small aircraft. There was a lot of small aircraft traffic at meadowland airport. A lot without xponders, not a lot of help from approach or tower with traffic.

Title: ACR TAKES EVASIVE ACTION TO AVOID NORDO LIGHT ACFT ON FINAL TO PARALLEL RWY. NO ADVISORIES GIVEN BY ATC.
Narrative: 1 MI FINAL COS. SPOTTED SMALL LOW WING ACFT 11 O'CLOCK POS. MOVED CLOSER 10 O'CLOCK - 9 O'CLOCK SLIGHTLY ABOVE. DID NOT TAKE EVASIVE ACTION AND CONTINUED TOWARDS US. WE VEERED OFF 30 DEGS FROM ILS AND DSNDED SLIGHTLY TO AVOID. IT PASSED BEHIND US AND LANDED RWY 17R. NO XPONDER AND HAD RADIO PROBS. TWR FAILED TO NOTIFY US OF TFC. THEY HAD A PRIMARY TARGET ON THE SMALL ACFT. THERE WAS A LOT OF SMALL ACFT TFC AT MEADOWLAND ARPT. A LOT WITHOUT XPONDERS, NOT A LOT OF HELP FROM APCH OR TWR WITH TFC.
