Narrative:
A fellow crew member notified myself (purser) that several passenger in the lounge were very vocal and loud and appeared to be intoxicated. During boarding, I noticed at least 3 passenger who appeared to be intoxicated. I informed the captain, who told me if I felt uncomfortable, then I should have the agent remove the passenger. The agent was hesitant to remove the passenger, security was called. Security was hesitant to remove passenger. I insisted and reminded them that intoxicated (seemingly) passenger were not permitted to be boarded by far. This lack of someone making a decision delayed departure. Finally the decision was made, and the 3 passenger were removed from the flight. Every airline employee needs to be aware of far. It seems the flight attendants are always put in the middle of these sits.

Title: FLT ATTENDANT RPT, B767, JFK-SAN, INTOXICATED PAX REMOVED ON BOARDING BY PURSER, AFTER INCONSISTENT ENFORCEMENT OF NEW FAR BY AUTHS.
Narrative: A FELLOW CREW MEMBER NOTIFIED MYSELF (PURSER) THAT SEVERAL PAX IN THE LOUNGE WERE VERY VOCAL AND LOUD AND APPEARED TO BE INTOXICATED. DURING BOARDING, I NOTICED AT LEAST 3 PAX WHO APPEARED TO BE INTOXICATED. I INFORMED THE CAPT, WHO TOLD ME IF I FELT UNCOMFORTABLE, THEN I SHOULD HAVE THE AGENT REMOVE THE PAX. THE AGENT WAS HESITANT TO REMOVE THE PAX, SECURITY WAS CALLED. SECURITY WAS HESITANT TO REMOVE PAX. I INSISTED AND REMINDED THEM THAT INTOXICATED (SEEMINGLY) PAX WERE NOT PERMITTED TO BE BOARDED BY FAR. THIS LACK OF SOMEONE MAKING A DECISION DELAYED DEP. FINALLY THE DECISION WAS MADE, AND THE 3 PAX WERE REMOVED FROM THE FLT. EVERY AIRLINE EMPLOYEE NEEDS TO BE AWARE OF FAR. IT SEEMS THE FLT ATTENDANTS ARE ALWAYS PUT IN THE MIDDLE OF THESE SITS.
