Narrative:

Ads-lit, runway 15 ads, XA28Z, aug/xa/99. Type of aircraft: diamond jet MU300. Incident happened at takeoff time from ads airport, while in transition to changing from tower frequency to departure control frequency. The departure clearance was to depart via heading 100 degrees then radar vectors via dallas 5 departure to little rock, maintain 2000 ft altitude, then higher. I was not PIC at the time, I was acting as first officer. Captain, who flies from the right side or seat and is typed and 90 days current in the aircraft, was the sole manipulator of the flight controls. After starting and taxi checklist, I briefed captain, who was plting the aircraft, about the heading and altitude after takeoff. He acknowledged both. After our clearance for takeoff from addison tower we proceeded with the line-up check and a static takeoff was agreed upon. It was a hot day, about 41 degrees C temperature. After getting airborne, I performed my first officer role and got the gear and light and was about to run the after takeoff checklist when addision tower asked us to change and report to regional departure. I called departure and told them we were on their frequency. Departure advised us to fly 090 degrees and to expect a little different routing to intercept the 074 degree radial of maverick VOR instead of the usual 064 degree little rock transition due to thunderstorm near txk. As I was reading back to the controller and he was busy with an air carrier jet inbound for dallas love field, we were approximately 3 mi due south of addision airport. Then I noticed the chime for altitude alert. At 1000 ft I reminded captain again about 2000 ft. He again acknowledged me. I gave him a heading for a left turn to 090 degrees and 2000 ft. This is when I noticed he had crossed our 2000 ft altitude assigned and was getting close to 2500 ft MSL. I again reminded him -- that is when I heard the controller telling the air carrier jet to hold 5000 ft due to traffic altitude error, but we were not given any altitude change or a near miss warning. After the departure controller asked us for our altitude and our deviation, he again reminded us to hold 2000 ft and intercept the 074 degree radial outbound, which I acknowledged. We were not aware of any near traffic or any conflict up to that moment. We were told to contact dfw regional manager and talk to him upon our arrival at little rock. Captain called and talked to him. I ws not present at the time. Later captain said that I was PIC and I would be also required to fill out a pilot deviation report. As I understand, I was not PIC. I did my duty as a flight crew member to warn him and advise him (captain). I think I should not be held accountable for any FAA action of any kind.

WE WERE NOT AWARE OF ANY NEAR TFC OR ANY CONFLICT UP TO THAT MOMENT. WE WERE TOLD TO CONTACT DFW REGIONAL MGR AND TALK TO HIM UPON OUR ARR AT LITTLE ROCK. CAPT CALLED AND TALKED TO HIM. I WS NOT PRESENT AT THE TIME. LATER CAPT SAID THAT I WAS PIC AND I WOULD BE ALSO REQUIRED TO FILL OUT A PLTDEV RPT. AS I UNDERSTAND, I WAS NOT PIC.
