Narrative:
Received a telephone call on aug/xa/99 from the flight crew of challenger 601-3R, serial number wvx n-number xyz. The aircraft was in-flight on its way to ZZZ. They stated they had a momentary illumination (approximately 20-30 seconds) of the wing bleed air duct failure (overheat on the l-hand fuselage) light after wing anti-ice was deselected. Reviewed the MEL for the aircraft and found no relief for discrepancy. When aircraft landed, contacted the crew at the abc FBO in ZZZ airport to inform them the MEL did not cover this situation. Contacted the FAA maintenance duty inspector for the ZZZ area, jkxx. Provided jkxx with all the required information to procure a ferry permit to fly the aircraft to the service center in WWW for repairs. Contacted abc flight support at ZZZ to inquire about maintenance to inspect aircraft and satisfy the logbook entries of the ferry permit. Abc flight support said they no longer have a maintenance department, but said there was a local mechanic that they have used in similar sits and provided the name and number of yxyx. Yxyx was contacted and I explained the situation to him. I inquired if he would be capable of performing the required inspection and logbook entry. Yxyx stated he was familiar with ferry permits and that he would be able to comply with this request when his mechanics finished the job they were presently performing. The FAA faxed a copy of the ferry permit that yxyx received with all the required items needed to release the aircraft. In a follow-up conversation with jkxx it was asked that a copy of the logbook signoff be sent to her for her paperwork. This message was conveyed to yxyx who I believe had known this from an earlier conversation with jkxx. Next I heard the aircraft departed for the service center in WWW for repairs. On aug/xe/99 I contacted yxyx to make sure he sent the copy of the logbook entry to the FAA. He replied that he knew them in the office at the FAA and would deliver it personally to them. I also thanked him for helping us out while our aircraft was down in ZZZ. It was at this time yxyx stated he did the work personally. On aug/xg/99 I received a call from jkxx from the FAA about the logbook entry that was made by yxyx. She stated the release was incomplete and did not satisfy the requirements of the ferry permit. Jkxx said that yxyx had signed off the logbook with his repair station license and it was disclosed that challengers were not on his repair station license, and he did not possess an a&P license. It was also stated that the ultimate responsibility for the logbook entries is the owner/operator of the aircraft.

Title: A CHALLENGER 601-3R WAS DISPATCHED IN NON COMPLIANCE ON A MAINT FERRY WITH THE MAINT INSPECTION AND LOG ENTRY ACCOMPLISHED BY AN UNLICENSED TECHNICIAN.
Narrative: RECEIVED A TELEPHONE CALL ON AUG/XA/99 FROM THE FLC OF CHALLENGER 601-3R, SERIAL NUMBER WVX N-NUMBER XYZ. THE ACFT WAS INFLT ON ITS WAY TO ZZZ. THEY STATED THEY HAD A MOMENTARY ILLUMINATION (APPROX 20-30 SECONDS) OF THE WING BLEED AIR DUCT FAILURE (OVERHEAT ON THE L-HAND FUSELAGE) LIGHT AFTER WING ANTI-ICE WAS DESELECTED. REVIEWED THE MEL FOR THE ACFT AND FOUND NO RELIEF FOR DISCREPANCY. WHEN ACFT LANDED, CONTACTED THE CREW AT THE ABC FBO IN ZZZ ARPT TO INFORM THEM THE MEL DID NOT COVER THIS SIT. CONTACTED THE FAA MAINT DUTY INSPECTOR FOR THE ZZZ AREA, JKXX. PROVIDED JKXX WITH ALL THE REQUIRED INFO TO PROCURE A FERRY PERMIT TO FLY THE ACFT TO THE SVC CTR IN WWW FOR REPAIRS. CONTACTED ABC FLT SUPPORT AT ZZZ TO INQUIRE ABOUT MAINT TO INSPECT ACFT AND SATISFY THE LOGBOOK ENTRIES OF THE FERRY PERMIT. ABC FLT SUPPORT SAID THEY NO LONGER HAVE A MAINT DEPT, BUT SAID THERE WAS A LCL MECH THAT THEY HAVE USED IN SIMILAR SITS AND PROVIDED THE NAME AND NUMBER OF YXYX. YXYX WAS CONTACTED AND I EXPLAINED THE SIT TO HIM. I INQUIRED IF HE WOULD BE CAPABLE OF PERFORMING THE REQUIRED INSPECTION AND LOGBOOK ENTRY. YXYX STATED HE WAS FAMILIAR WITH FERRY PERMITS AND THAT HE WOULD BE ABLE TO COMPLY WITH THIS REQUEST WHEN HIS MECHS FINISHED THE JOB THEY WERE PRESENTLY PERFORMING. THE FAA FAXED A COPY OF THE FERRY PERMIT THAT YXYX RECEIVED WITH ALL THE REQUIRED ITEMS NEEDED TO RELEASE THE ACFT. IN A FOLLOW-UP CONVERSATION WITH JKXX IT WAS ASKED THAT A COPY OF THE LOGBOOK SIGNOFF BE SENT TO HER FOR HER PAPERWORK. THIS MESSAGE WAS CONVEYED TO YXYX WHO I BELIEVE HAD KNOWN THIS FROM AN EARLIER CONVERSATION WITH JKXX. NEXT I HEARD THE ACFT DEPARTED FOR THE SVC CTR IN WWW FOR REPAIRS. ON AUG/XE/99 I CONTACTED YXYX TO MAKE SURE HE SENT THE COPY OF THE LOGBOOK ENTRY TO THE FAA. HE REPLIED THAT HE KNEW THEM IN THE OFFICE AT THE FAA AND WOULD DELIVER IT PERSONALLY TO THEM. ON AUG/XG/99 I RECEIVED A CALL FROM JKXX FROM THE FAA ABOUT THE LOGBOOK ENTRY THAT WAS MADE BY YXYX. SHE STATED THE RELEASE WAS INCOMPLETE AND DID NOT SATISFY THE REQUIREMENTS OF THE FERRY PERMIT. JKXX SAID THAT YXYX HAD SIGNED OFF THE LOGBOOK WITH HIS REPAIR STATION LICENSE AND IT WAS DISCLOSED THAT CHALLENGERS WERE NOT ON HIS REPAIR STATION LICENSE, AND HE DID NOT POSSESS AN A&P LICENSE. IT WAS ALSO STATED THAT THE ULTIMATE RESPONSIBILITY FOR THE LOGBOOK ENTRIES IS THE OWNER/OPERATOR OF THE ACFT.
