Narrative:
We (X) were cleared to land runway 28. A B727 (Y) requested runway 4, was told no, then yes by ATC. On landing roll approximately 500 ft from the intersection of runway 4, I noticed a B727 on landing roll about 1000 ft from the runway intersection. I increased braking to stop prior to the intersection. The B727 was at taxi speed crossing the intersection. We asked the controller if the B727 was cleared to hold short of the intersection. He said 'no, you were at taxi speed.' we had intended to cross the intersection. Corrective action: we will scan crossing runways prior to landing. We will maintain situational awareness of aircraft landing on crossing runways. I heard the B727 given approach clearance to runway 4, but assumed it was no conflict. From now on I will maintain positional awareness of known traffic approaching crossing runways.

Title: ROC LCL CTLR DOES NOT ENSURE RWY SEPARATION BTWN 2 JETS LNDG ON INTERSECTING RWYS.
Narrative: WE (X) WERE CLRED TO LAND RWY 28. A B727 (Y) REQUESTED RWY 4, WAS TOLD NO, THEN YES BY ATC. ON LNDG ROLL APPROX 500 FT FROM THE INTXN OF RWY 4, I NOTICED A B727 ON LNDG ROLL ABOUT 1000 FT FROM THE RWY INTXN. I INCREASED BRAKING TO STOP PRIOR TO THE INTXN. THE B727 WAS AT TAXI SPD XING THE INTXN. WE ASKED THE CTLR IF THE B727 WAS CLRED TO HOLD SHORT OF THE INTXN. HE SAID 'NO, YOU WERE AT TAXI SPD.' WE HAD INTENDED TO CROSS THE INTXN. CORRECTIVE ACTION: WE WILL SCAN XING RWYS PRIOR TO LNDG. WE WILL MAINTAIN SITUATIONAL AWARENESS OF ACFT LNDG ON XING RWYS. I HEARD THE B727 GIVEN APCH CLRNC TO RWY 4, BUT ASSUMED IT WAS NO CONFLICT. FROM NOW ON I WILL MAINTAIN POSITIONAL AWARENESS OF KNOWN TFC APCHING XING RWYS.
