Narrative:

Gate agents boarded about 12 or less people without flight attendants. As soon as the flight crew, who were doing their preflight discovered this, I stopped boarding and got the people off the aircraft until the flight attendants arrived.

Title: PLT RPT, B737-400, GATE AGENTS BOARDED PAX WITH NO FLT ATTENDANTS ONBOARD. CAPT STOPPED THE BOARDING.

Narrative: GATE AGENTS BOARDED ABOUT 12 OR LESS PEOPLE WITHOUT FLT ATTENDANTS. AS SOON AS THE FLC, WHO WERE DOING THEIR PREFLT DISCOVERED THIS, I STOPPED BOARDING AND GOT THE PEOPLE OFF THE ACFT UNTIL THE FLT ATTENDANTS ARRIVED.
