Narrative:

Shortly after center handed us off to tul approach, we began hearing other aircraft talking to mem approach on the same frequency, 119.1. I asked approach if this has happened before, he was fairly nonchalant stating 'yes, happens all the time, we've reported it.' tul, while not a high-density airport, certainly has multiple IFR targets on approach frequency. I've been there when there was 2 military aircraft in the radar pattern, several other commercial aircraft arriving/departing, and civil/local IFR traffic. To allow frequency overlap with another approach could certainly lead to blocked/missed calls, potentially generating a traffic conflict and hazard (especially when deviating around WX, etc). Sure be smarter if one of the 2 agencies, tul approach or mem approach, would change frequencys.

Title: SHORTLY AFTER BEING HANDED OFF TO TUL APCH, THE PLT OF AN ACR COULD HEAR MEM APCH CTL OVERLAPPING ON THE FREQ.

Narrative: SHORTLY AFTER CTR HANDED US OFF TO TUL APCH, WE BEGAN HEARING OTHER ACFT TALKING TO MEM APCH ON THE SAME FREQ, 119.1. I ASKED APCH IF THIS HAS HAPPENED BEFORE, HE WAS FAIRLY NONCHALANT STATING 'YES, HAPPENS ALL THE TIME, WE'VE RPTED IT.' TUL, WHILE NOT A HIGH-DENSITY ARPT, CERTAINLY HAS MULTIPLE IFR TARGETS ON APCH FREQ. I'VE BEEN THERE WHEN THERE WAS 2 MIL ACFT IN THE RADAR PATTERN, SEVERAL OTHER COMMERCIAL ACFT ARRIVING/DEPARTING, AND CIVIL/LCL IFR TFC. TO ALLOW FREQ OVERLAP WITH ANOTHER APCH COULD CERTAINLY LEAD TO BLOCKED/MISSED CALLS, POTENTIALLY GENERATING A TFC CONFLICT AND HAZARD (ESPECIALLY WHEN DEVIATING AROUND WX, ETC). SURE BE SMARTER IF ONE OF THE 2 AGENCIES, TUL APCH OR MEM APCH, WOULD CHANGE FREQS.
