Narrative:
T38 departed beale AFB on training mission to maxwell MOA at XA10 local. After our radar pattern, executed climb out for maxwell cleared to 11000 ft. Next clearance was (as I understood) to FL220. I wrote down FL220 and remember reading back FL220. I then climbed to FL220 en route to the MOA. I was at FL220 for approximately 3-5 mins, when the military aircraft called center (ZOA) about traffic (T38) near his flight level. Center did not call traffic to either aircraft. Center then directed the T38 to FL200 and said that should have been my final altitude. I relayed to center that I understood FL220 as my assigned altitude. No evasive action was taken by either aircraft. I understood my assigned altitude as FL220 and did not intentionally deviate.

Title: T38 PLT OFF BEALE AFB AFTER INITIAL CLB TO 11000 FT BELIEVED HE WAS THEN CLRED TO FL220.
Narrative: T38 DEPARTED BEALE AFB ON TRAINING MISSION TO MAXWELL MOA AT XA10 LCL. AFTER OUR RADAR PATTERN, EXECUTED CLBOUT FOR MAXWELL CLRED TO 11000 FT. NEXT CLRNC WAS (AS I UNDERSTOOD) TO FL220. I WROTE DOWN FL220 AND REMEMBER READING BACK FL220. I THEN CLBED TO FL220 ENRTE TO THE MOA. I WAS AT FL220 FOR APPROX 3-5 MINS, WHEN THE MIL ACFT CALLED CTR (ZOA) ABOUT TFC (T38) NEAR HIS FLT LEVEL. CTR DID NOT CALL TFC TO EITHER ACFT. CTR THEN DIRECTED THE T38 TO FL200 AND SAID THAT SHOULD HAVE BEEN MY FINAL ALT. I RELAYED TO CTR THAT I UNDERSTOOD FL220 AS MY ASSIGNED ALT. NO EVASIVE ACTION WAS TAKEN BY EITHER ACFT. I UNDERSTOOD MY ASSIGNED ALT AS FL220 AND DID NOT INTENTIONALLY DEVIATE.
