After climbing from 10000 ft to 10800 ft due to an RA, then redsnding to 10000 ft and switching to approach clt, took wrong heading at wrong time based on clearance 'at brooke heading 340 degrees.' I turned incorrectly at barin and almost strayed into hot airspace.

Title: A REGIONAL JET FLC TURNED AT THE WRONG FIX FOLLOWING A TCASII RA MANEUVER NEAR IAD.
Narrative: AFTER CLBING FROM 10000 FT TO 10800 FT DUE TO AN RA, THEN REDSNDING TO 10000 FT AND SWITCHING TO APCH CLT, TOOK WRONG HDG AT WRONG TIME BASED ON CLRNC 'AT BROOKE HDG 340 DEGS.' I TURNED INCORRECTLY AT BARIN AND ALMOST STRAYED INTO HOT AIRSPACE.
