Narrative:
Thunderstorms in area. Deviating. ZJX cleared us to deviate up to 15 degrees right if necessary, then direct to dbn. We were near craig VOR and were receiving dbn and proceeded direct. There was no need to deviate. ZJX then asked where we were going. The captain read back the clearance and proceeded direct. ZJX became angry and ordered us to turn right. There was a major cell to the right. The captain explained this to center and declined the right turn.

Title: FLC OF A DC9 REQUESTED AND RECEIVED DEV FROM COURSE FOR WX AVOIDANCE AND SUBSEQUENTLY DID NOT NEED TO DEVIATE DUE TO WX CHANGE. ARTCC RADAR CTLR INTERVENED TO FIND OUT WHY A CHANGE IN COURSE WAS NOT BEING MADE.
