Narrative:

We were taxiing around the end of a row of t-hangars and on rounding the corner saw the other aircraft in front of his t-hangar. The other engine was not running. However the pilot got in his plane, started the engine and came toward us down the taxiway. He went into the grass to try to go around us. He misjudged and his left wingtip hit our idling propeller damaging his wingtip and our propeller, if not our engine. The accident could have been avoided if he had waited on us to stop our engine, get out and push our plane back which we were about to do.
