Narrative:
Cleared aircraft X to descend to 5000 ft on runway 13R localizer, speed 250 KTS. At approximately 9500 ft, ATC advised us of VFR cessna centurion traffic cleared to 8500 ft, leveloff at 9000 ft. Began leveloff at 9000 ft and advised approach that the cessna aircraft Y was climbing through 8700 ft approximately 2 mi at 12 O'clock position. Approach instructed us to descend and simultaneously we got a TA/RA that commanded a 6000+ FPM rate of descent. We pushed the nose over and I reported that we were responding to a TA/RA. I cannot say for certain how close we got, but it had to be less than 1 mi and less than 500 ft vertical separation. The controller working us said he would call over and find out who cleared the cessna through us. A side note: I got a visual on the cessna at less than 2 mi and he was in and out of the same broken layer we were in at 8500-10000 ft, so he should at least have to explain how he maintained VFR. Crisis over -- or so we thought -- a frequency change to 118.42, I believe, and this guy slows us from approximately 250 KTS to 170 KTS to 150 KTS in rapid succession to fit an ATR about 3 mi in front of us, briefing the aircraft fully and not saying a word to us until I asked, even though we were overtaking the ATR rapidly. At least we saw the ATR a little in advance and knew that the speed reduction needed to be a quick one. I overlooked a couple of other similar occurrences in the past couple of months, but this was way too close and I think I see a dangerous trend developing at dfw. Supplemental information from acn 448422: approach informed us of VFR traffic at 12 O'clock at 8500 ft. There were clouds at 9000 ft. Apparently the VFR traffic was getting advisories on another frequency and the controller did indicate he was going to ask why the VFR traffic was in a climb. We were only about 1 mi from traffic at same altitude.

Title: FK10 FLC ENCOUNTER WHAT WAS ORIGINALLY ADVISED AS A VFR XING C210, BUT LATER TURNED OUT AS AN ACFT BEING CTLED BY ANOTHER CTLR, IN CONFLICT WITH THE FK10.

SUPPLEMENTAL INFO FROM ACN 448422: APCH INFORMED US OF VFR TFC AT 12 O'CLOCK AT 8500 FT. THERE WERE CLOUDS AT 9000 FT. APPARENTLY THE VFR TFC WAS GETTING ADVISORIES ON ANOTHER FREQ AND THE CTLR DID INDICATE HE WAS GOING TO ASK WHY THE VFR TFC WAS IN A CLB. WE WERE ONLY ABOUT 1 MI FROM TFC AT SAME ALT.
