Narrative:
VFR ferry flight to tupelo for maintenance. Called gwo FSS for briefing -- nothing unusual, VFR WX en route, no NOTAMS received. Had not been to tup for 3 months. Was not aware that ATC control tower commissioned on sep/xa/99. Called on CTAF 123.05, announced intentions. Proceeded to guard ramp. On spool down, female voice on 123.05 advised me of tower frequency 118.77, that tower had been commissioned. Sectional chart I was using was due to expire and had no mention of tower. On departure, called tower on 118.77, departed normally. No mention was made of my arrival. Maintenance personnel said people were coming in unaware of tower. He told me he neglected to tell me about tower operations. Just a case of communication breakdown.

Title: PLT OF A LAW ENFORCEMENT MD HELI 500 ENTERED CLASS D AIRSPACE AND LANDED WITHOUT CONTACTING TWR.
Narrative: VFR FERRY FLT TO TUPELO FOR MAINT. CALLED GWO FSS FOR BRIEFING -- NOTHING UNUSUAL, VFR WX ENRTE, NO NOTAMS RECEIVED. HAD NOT BEEN TO TUP FOR 3 MONTHS. WAS NOT AWARE THAT ATC CTL TWR COMMISSIONED ON SEP/XA/99. CALLED ON CTAF 123.05, ANNOUNCED INTENTIONS. PROCEEDED TO GUARD RAMP. ON SPOOL DOWN, FEMALE VOICE ON 123.05 ADVISED ME OF TWR FREQ 118.77, THAT TWR HAD BEEN COMMISSIONED. SECTIONAL CHART I WAS USING WAS DUE TO EXPIRE AND HAD NO MENTION OF TWR. ON DEP, CALLED TWR ON 118.77, DEPARTED NORMALLY. NO MENTION WAS MADE OF MY ARR. MAINT PERSONNEL SAID PEOPLE WERE COMING IN UNAWARE OF TWR. HE TOLD ME HE NEGLECTED TO TELL ME ABOUT TWR OPS. JUST A CASE OF COM BREAKDOWN.
