Narrative:
In sum: articulate and well documented account of a very close near midair collision in vicinity of simi valley, ca, during early evening hours reported by the pilot of a PA28 aircraft equipped with IMC capabilities and mode C transponder and the other aircraft, an air carrier B737, descending into the lax area. The air carrier flight crew never became aware of the near midair collision from any source until contacted by the alarmed reporter after the incident. The reporter called ATC near the time of the event and remains dismayed at the lack of cooperation and attitude of the controller contacts. The reporter did contact the captain of the B737 and was able to relate the incident and provide GPS track information for the time of the event as needed. The reporter makes constructive suggestions and comments as to the possible resolution and prevention of future such events. These suggestions revolve around education and modification of jet arrival/departure operations into and out of the congested lax and southern ca complex. The incident took about 3 seconds from start to finish and the distance estimated at 75-100 ft between the 2 aircraft involved.

Title: NMAC PA28 AND B737 NEAR FIM, CA.
Narrative: IN SUM: ARTICULATE AND WELL DOCUMENTED ACCOUNT OF A VERY CLOSE NMAC IN VICINITY OF SIMI VALLEY, CA, DURING EARLY EVENING HRS RPTED BY THE PLT OF A PA28 ACFT EQUIPPED WITH IMC CAPABILITIES AND MODE C XPONDER AND THE OTHER ACFT, AN ACR B737, DSNDING INTO THE LAX AREA. THE RPTR MAKES CONSTRUCTIVE SUGGESTIONS AND COMMENTS AS TO THE POSSIBLE RESOLUTION AND PREVENTION OF FUTURE SUCH EVENTS. THESE SUGGESTIONS REVOLVE AROUND EDUCATION AND MODIFICATION OF JET ARR/DEP OPS INTO AND OUT OF THE CONGESTED LAX AND SOUTHERN CA COMPLEX. THE INCIDENT TOOK ABOUT 3 SECONDS FROM START TO FINISH AND THE DISTANCE ESTIMATED AT 75-100 FT BTWN THE 2 ACFT INVOLVED.
