Narrative:
Tire change (nosewheel). Air carrier maintenance manual does not reflect to make entry in the logbook, 'ground pin installed.' that reference is in general procedures maintenance manual. This should be incorporated in maintenance manual. I failed to remove the pin and make logbook entry that pins were installed. Pushback crew failed to notice landing gear pin streamer, pilot failed to see landing gear pin streamer on his walkaround. I have submitted request to change the maintenance manual to add a note: make entry in logbook that pins are installed per general procedures maintenance manual.

Title: A DC9-30 IMMEDIATELY AFTER TKOF DECLARED AN EMER AND RETURNED TO THE FIELD DUE TO FAILURE TO RETRACT THE NOSE LNDG GEAR CAUSED BY NOSE GEAR LOCK PIN INSTALLED FOR MAINT.
Narrative: TIRE CHANGE (NOSEWHEEL). ACR MAINT MANUAL DOES NOT REFLECT TO MAKE ENTRY IN THE LOGBOOK, 'GND PIN INSTALLED.' THAT REF IS IN GENERAL PROCS MAINT MANUAL. THIS SHOULD BE INCORPORATED IN MAINT MANUAL. I FAILED TO REMOVE THE PIN AND MAKE LOGBOOK ENTRY THAT PINS WERE INSTALLED. PUSHBACK CREW FAILED TO NOTICE LNDG GEAR PIN STREAMER, PLT FAILED TO SEE LNDG GEAR PIN STREAMER ON HIS WALKAROUND.
