Narrative:

We were changing runways from runway 29 to runway 11. A blimp was between taxiway south and runway 5 obstructing part of the runway before the taxiway east intersection. Ground control coordinated a runway 5 departure and gave local the strip which means local owns the runway. It was later revealed after reviewing the scenario, ground had made it conditional upon aircraft Y's crossing which local did not hear. Aircraft X called and was departed on runway 5. Local control announced 'departing runway 5' which ground did not hear. Local control then went to finish controller in charge duties on the runway change. A little while later, ground control called local's attention in time to see aircraft X pass in front of aircraft Y.

Narrative: WE WERE CHANGING RWYS FROM RWY 29 TO RWY 11. A BLIMP WAS BTWN TXWY S AND RWY 5 OBSTRUCTING PART OF THE RWY BEFORE THE TXWY E INTXN. GND CTL COORDINATED A RWY 5 DEP AND GAVE LCL THE STRIP WHICH MEANS LCL OWNS THE RWY. IT WAS LATER REVEALED AFTER REVIEWING THE SCENARIO, GND HAD MADE IT CONDITIONAL UPON ACFT Y'S XING WHICH LCL DID NOT HEAR. ACFT X CALLED AND WAS DEPARTED ON RWY 5. LCL CTL ANNOUNCED 'DEPARTING RWY 5' WHICH GND DID NOT HEAR. LCL CTL THEN WENT TO FINISH CIC DUTIES ON THE RWY CHANGE. A LITTLE WHILE LATER, GND CTL CALLED LCL'S ATTN IN TIME TO SEE ACFT X PASS IN FRONT OF ACFT Y.
