Narrative:
Both new york approach control and hpn tower reported that an aircraft was in the area at 1900 ft MSL and that they were not in contact with ATC. We located this aircraft as we approached the OM. We had to turn to the left and level off to avoid this aircraft.

Title: AN F100 CAPT WAS WARNED BY N90 AND HPN TWR OF AN ACFT MANEUVERING ON THE FINAL APCH, NOT IN CONTACT WITH ATC. THE CAPT TOOK EVASIVE ACTION WHEN HE ENCOUNTERED THE ACFT AT THE OM.
Narrative: BOTH NEW YORK APCH CTL AND HPN TWR RPTED THAT AN ACFT WAS IN THE AREA AT 1900 FT MSL AND THAT THEY WERE NOT IN CONTACT WITH ATC. WE LOCATED THIS ACFT AS WE APCHED THE OM. WE HAD TO TURN TO THE L AND LEVEL OFF TO AVOID THIS ACFT.
