Narrative:
On the morning of oct/xa/99, air carrier A320 aircraft xyz turned from ZZZ for abc. A 'cut' was noticed on the #2 main tire. It required replacement. To avoid a delay the foreman signed the tire off as ok for service. I came to work at XA30. The rover (extra a&P) told me I had a tire change when xyz turned on my gate at XB30. I found nothing deferred in the computer. I called the fleet controller who knew nothing about a tire change. I did see the history in the computer that had been signed off. I called maintenance foreman and asked about a tire change on xyz and said the day shift foreman called him and said we should change the tire because he had pencil-whipped it earlier in the day to avoid a delay. We changed the tire as it had a very deep gouge and should never have been flown to abc and back.

Title: AN AIRBUS 320 WAS DISPATCHED IN NON COMPLIANCE WITH A MAIN TIRE GOUGE AND CUT BEYOND MAINT MANUAL LIMITS.
Narrative: ON THE MORNING OF OCT/XA/99, ACR A320 ACFT XYZ TURNED FROM ZZZ FOR ABC. A 'CUT' WAS NOTICED ON THE #2 MAIN TIRE. IT REQUIRED REPLACEMENT. I FOUND NOTHING DEFERRED IN THE COMPUTER. I CALLED THE FLEET CTLR WHO KNEW NOTHING ABOUT A TIRE CHANGE. I DID SEE THE HISTORY IN THE COMPUTER THAT HAD BEEN SIGNED OFF. I CALLED MAINT FOREMAN AND ASKED ABOUT A TIRE CHANGE ON XYZ AND SAID THE DAY SHIFT FOREMAN CALLED HIM AND SAID WE SHOULD CHANGE THE TIRE BECAUSE HE HAD PENCIL-WHIPPED IT EARLIER IN THE DAY TO AVOID A DELAY. WE CHANGED THE TIRE AS IT HAD A VERY DEEP GOUGE AND SHOULD NEVER HAVE BEEN FLOWN TO ABC AND BACK.
