Narrative:
Aircraft came to gate with channel #1 on brake steering control unit on MEL and no CAT MEL. Computer in maintenance X was down, lead working with technical foreman on phone. Lead was not airbus qualified. Was told he needed to have brake steering control unit box replaced and to operations check system. Lead had qualified mechanic right&right box to operations check it. All checked normal. Lead was doing paperwork and by company rules as he is not airbus qualified called for a line foreman to sign off log. When I got there, he was still on phone with technical foreman getting instructions as to what needed to be put in log box. Right&right was entered and serial number and a CAT statement was entered. He was told since it never was off MEL (CAT) that it didn't need to be recertified. After lead entered 3 statement in log I signed them off. I question lead as to if that was what technical foreman told him, he said yes, aircraft was on delay, so after book was signed aircraft was dispatched. After aircraft departed, lead #1 was talking to another lead and was discovered that maintenance manual said after box replacement it would need a land verify. I checked maintenance manual and found that was correct. I called our duty manager and had captain, when he landed at ZZZ1, decertify CAT status. (1 hour 15 min flight time). When aircraft returned to ZZZ, land verify was done by avionics and CAT MEL was removed.

Title: AN AIRBUS 321 WAS DISPATCHED IN NON COMPLIANCE WITH A BRAKE STEERING CTL UNIT REPLACED BUT NO LAND VERIFICATION CHK ACCOMPLISHED, AS REQUIRED PER THE MAINT MANUAL.

LEAD WAS NOT AIRBUS QUALIFIED. WAS TOLD HE NEEDED TO HAVE BRAKE STEERING CTL UNIT BOX REPLACED AND TO OPS CHK SYS. LEAD HAD QUALIFIED MECH R&R BOX TO OPS CHK IT. ALL CHKED NORMAL. I QUESTION LEAD AS TO IF THAT WAS WHAT TECHNICAL FOREMAN TOLD HIM, HE SAID YES, ACFT WAS ON DELAY, SO AFTER BOOK WAS SIGNED ACFT WAS DISPATCHED. AFTER ACFT DEPARTED, LEAD #1 WAS TALKING TO ANOTHER LEAD AND WAS DISCOVERED THAT MAINT MANUAL SAID AFTER BOX REPLACEMENT IT WOULD NEED A LAND VERIFY. I CHKED MAINT MANUAL AND FOUND THAT WAS CORRECT. I CALLED OUR DUTY MGR AND HAD CAPT, WHEN HE LANDED AT ZZZ1, DECERTIFY CAT STATUS. (1 HR 15 MIN FLT TIME). WHEN ACFT RETURNED TO ZZZ, LAND VERIFY WAS DONE BY AVIONICS AND CAT MEL WAS REMOVED.
