Narrative:
First officer's turnaround preflight walkaround was accomplished while fueler was fueling aircraft up to 4600 pounds from arrival fuel of 1800 pounds. All checklists were accomplished. The fueling-on light was out. After takeoff, the flight attendant called the cockpit to say a passenger notified her that something was loose and hanging from the aircraft and banging around in the slipstream. We told her to go check visually and report back. She informed us that the fueling panel access door was open and the fuel cap was off and banging around. We returned to airport. I checked for damage and found none. Maintenance was called to inform no damage or problems with door and cap. They did so, resecured each item and addressed my write-up in the maintenance log.

Title: MDT AT ZZZ FUELER LEFT FUEL DOOR OPEN AND FUEL CAP OFF AS POINTED OUT INITIALLY BY A PAX DURING FLT.
Narrative: FO'S TURNAROUND PREFLT WALKAROUND WAS ACCOMPLISHED WHILE FUELER WAS FUELING ACFT UP TO 4600 LBS FROM ARR FUEL OF 1800 LBS. ALL CHKLISTS WERE ACCOMPLISHED. THE FUELING-ON LIGHT WAS OUT. AFTER TKOF, THE FLT ATTENDANT CALLED THE COCKPIT TO SAY A PAX NOTIFIED HER THAT SOMETHING WAS LOOSE AND HANGING FROM THE ACFT AND BANGING AROUND IN THE SLIPSTREAM. WE TOLD HER TO GO CHK VISUALLY AND RPT BACK. SHE INFORMED US THAT THE FUELING PANEL ACCESS DOOR WAS OPEN AND THE FUEL CAP WAS OFF AND BANGING AROUND. WE RETURNED TO ARPT. I CHKED FOR DAMAGE AND FOUND NONE. MAINT WAS CALLED TO INFORM NO DAMAGE OR PROBS WITH DOOR AND CAP. THEY DID SO, RESECURED EACH ITEM AND ADDRESSED MY WRITE-UP IN THE MAINT LOG.
