Narrative:

We were given a descent from FL350 to FL240. While descending through FL320, controller requested of me to expedite through FL290 due to sbound traffic. While passing through FL290, I noticed a shadow pass through my left side window. (Sky was clear.) air carrier Y called, 'levy, frequency 133.95' and reported a B747 passing 'immediately' under his aircraft. Madrid failed to advise of conflicting traffic, location and altitude. Air carrier Y failed to call traffic on TCASII and neglected to comply with TA/RA advisories. Madrid failed to discuss the situation after the event. My aircraft was equipment with TCASII when initially purchased but unfortunately management and the maintenance department elected to remove it due to economic reasons.

MADRID FAILED TO ADVISE OF CONFLICTING TFC, LOCATION AND ALT. ACR Y FAILED TO CALL TFC ON TCASII AND NEGLECTED TO COMPLY WITH TA/RA ADVISORIES. MADRID FAILED TO DISCUSS THE SIT AFTER THE EVENT. MY ACFT WAS EQUIP WITH TCASII WHEN INITIALLY PURCHASED BUT UNFORTUNATELY MGMNT AND THE MAINT DEPT ELECTED TO REMOVE IT DUE TO ECONOMIC REASONS.
