Narrative:
While transiting from en route to approach, I requested the ILS DME runway 11 approach to ketchikan airport. I also requested that the onboard (IFR certified) GPS be substituted for the OTS NDB at clam cove, which was required to execute the missed approach. (This substitution has been approved in our company operations specifications.) center stated that they could not approve the approach since the NDB was OTS. I then requested and received the GPS approach to runway 11 at ketchikan and landed without further incident. I did not feel it prudent to argue with center over the radio. However, I feel he should have asked me if my equipment was certified to comply with my substitution request rather than completely deny my request.

Title: A CHARTER PLT RPT ON ATC REFUSAL FOR HIM TO SUBSTITUTE HIS ONBOARD GPS FOR AN OTS BEACON NEAR KTN, AK.
Narrative: WHILE TRANSITING FROM ENRTE TO APCH, I REQUESTED THE ILS DME RWY 11 APCH TO KETCHIKAN ARPT. I ALSO REQUESTED THAT THE ONBOARD (IFR CERTIFIED) GPS BE SUBSTITUTED FOR THE OTS NDB AT CLAM COVE, WHICH WAS REQUIRED TO EXECUTE THE MISSED APCH. (THIS SUBSTITUTION HAS BEEN APPROVED IN OUR COMPANY OPS SPECS.) CTR STATED THAT THEY COULD NOT APPROVE THE APCH SINCE THE NDB WAS OTS. I THEN REQUESTED AND RECEIVED THE GPS APCH TO RWY 11 AT KETCHIKAN AND LANDED WITHOUT FURTHER INCIDENT. I DID NOT FEEL IT PRUDENT TO ARGUE WITH CTR OVER THE RADIO. HOWEVER, I FEEL HE SHOULD HAVE ASKED ME IF MY EQUIP WAS CERTIFIED TO COMPLY WITH MY SUBSTITUTION REQUEST RATHER THAN COMPLETELY DENY MY REQUEST.
