Narrative:
Following an engine failure on takeoff, I leveled the aircraft at 2500 ft MSL (1500 ft AGL) due to very limited aircraft performance. I was able to climb the aircraft to 3500 ft MSL (floor of atl class C airspace) after turning downwind. I declared an emergency and returned to atl. There were no reported conflicts.
