Narrative:

On departure, departure control said 'aircraft X, maximum 230 KTS.' I was still climbing out with FAA evaluator in jump seat, so I climbed at 220 KTS. Later, departure said in nonstandard terminology, 'aircraft X up to 250 KTS.' we were heavy and accelerated very slowly from 220 KTS to 250 KTS. After flight, evaluator criticized that departure had made 2 requests for us to speed up and that we had ignored them. I felt he was wrong. We understood that those were 'maximum speeds.'

Title: A B737-200 FLC WAS CRITICIZED FOR NOT COMPLYING WITH AN AIRSPD CLRNC BY AN ACR INSPECTOR.

Narrative: ON DEP, DEP CTL SAID 'ACFT X, MAX 230 KTS.' I WAS STILL CLBING OUT WITH FAA EVALUATOR IN JUMP SEAT, SO I CLBED AT 220 KTS. LATER, DEP SAID IN NONSTANDARD TERMINOLOGY, 'ACFT X UP TO 250 KTS.' WE WERE HVY AND ACCELERATED VERY SLOWLY FROM 220 KTS TO 250 KTS. AFTER FLT, EVALUATOR CRITICIZED THAT DEP HAD MADE 2 REQUESTS FOR US TO SPD UP AND THAT WE HAD IGNORED THEM. I FELT HE WAS WRONG. WE UNDERSTOOD THAT THOSE WERE 'MAX SPDS.'
