Narrative:
Rudder trim used on takeoff at approximately 7000 ft MSL. Functioned normally. Tried retrimming at FL390, rudder trim was inoperative both directions. Contacted dispatch and maintenance control. Tried resetting rudder trim circuit breaker -- no effect. Changed altitude, no effect. VMC conditions entire flight. Dispatch and I determined flight could be conducted safely and we proceeded to phx. Tried rudder trim approximately 1 hour later, and functioned normally. No emergency was ever declared.
