Narrative:
On pushback at ZZZ (air carrier flight xyz) lavatory solution was leaking onto rear lavatory floor and galley area. Returned to gate. Lavatory was dumped and blocked off. Dispatch and maintenance duty control were called. MEL procedure for release and logbook was accomplished. Maintenance stated ok to fly airplane and maintenance in abc would 'put the safety wire on.' I asked again was it ok to fly the plane to XXX. Maintenance said yes and dispatch agreed. The most important thing to me was that the lavatory was emptied and the door blocked off. We departed ZZZ for XXX. En route, I read the MEL. It stated the crew and ramp were required to safety wire certain parts of the lavatory depending upon what was wrong with it. I don't know if it was done by ramp personnel, but the crew did not. I think the MEL needs to be rewritten so as not to be so ambiguous.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE AFT LAVATORY DEFERRED. SPECIAL PROCS SAFETY WIRING THE FILL VALVE WERE NOT ACCOMPLISHED.
Narrative: ON PUSHBACK AT ZZZ (ACR FLT XYZ) LAVATORY SOLUTION WAS LEAKING ONTO REAR LAVATORY FLOOR AND GALLEY AREA. RETURNED TO GATE. LAVATORY WAS DUMPED AND BLOCKED OFF. DISPATCH AND MAINT DUTY CTL WERE CALLED. MEL PROC FOR RELEASE AND LOGBOOK WAS ACCOMPLISHED. MAINT STATED OK TO FLY AIRPLANE AND MAINT IN ABC WOULD 'PUT THE SAFETY WIRE ON.' I ASKED AGAIN WAS IT OK TO FLY THE PLANE TO XXX. MAINT SAID YES AND DISPATCH AGREED. THE MOST IMPORTANT THING TO ME WAS THAT THE LAVATORY WAS EMPTIED AND THE DOOR BLOCKED OFF. WE DEPARTED ZZZ FOR XXX. ENRTE, I READ THE MEL. IT STATED THE CREW AND RAMP WERE REQUIRED TO SAFETY WIRE CERTAIN PARTS OF THE LAVATORY DEPENDING UPON WHAT WAS WRONG WITH IT. I DON'T KNOW IF IT WAS DONE BY RAMP PERSONNEL, BUT THE CREW DID NOT. I THINK THE MEL NEEDS TO BE REWRITTEN SO AS NOT TO BE SO AMBIGUOUS.
