Narrative:
Aircraft #1 was performing a missed approach on runway 28 and was given turn to 180 degrees and climb to 3500 ft. Prior to initiation of turn, tower issued instruction 'aircraft on departure maintain runway heading.' aircraft #1 maintained and acknowledged 'runway heading' instruction. Instruction apparently was intended for aircraft #2 which was on takeoff from parallel runway 27R. Both aircraft received RA warnings. Aircraft #1 turned left to 180 degrees after visual acquisition of intruding aircraft.

Title: NON SPECIFIC INSTRUCTIONS FROM ATL TWR CTLR CAUSE 2 ACFT TO REACT AND BOTH ACFT RECEIVE TCASII RA'S.
Narrative: ACFT #1 WAS PERFORMING A MISSED APCH ON RWY 28 AND WAS GIVEN TURN TO 180 DEGS AND CLB TO 3500 FT. PRIOR TO INITIATION OF TURN, TWR ISSUED INSTRUCTION 'ACFT ON DEP MAINTAIN RWY HDG.'
