Narrative:
I was taxiing to runway 28. I (sic) was in the left seat and the captain was in the right. Approaching the end of the runway, the controller gave us a heading after takeoff. I believe he said 'turn to heading 260 degrees after takeoff.' as I slowed the aircraft to a near stop, the captain said 'let's go, we've been cleared to take off.' I said 'you'd better confirm that, I didn't hear a clearance.' he called the tower and the tower confirmed that we were not cleared for takeoff. I stopped the aircraft short of the runway, but tower sent a hawker that was turning final around to be sure. If we hadn't confirmed the clearance, we would probably have entered the runway before seeing the hawker. I believe the captain thought that the issuance of the heading after takeoff was the actual clearance for takeoff. Perhaps the issuance of a heading after takeoff should be given with the takeoff clearance so as to avoid confusion.

Title: CPR ACFT CREW CONFUSES ASSIGNMENT OF AFTER TKOF HDG WITH A TKOF CLRNC CAUSING TWR TO ISSUE GAR TO LNDG ACFT.
Narrative: I WAS TAXIING TO RWY 28. I (SIC) WAS IN THE L SEAT AND THE CAPT WAS IN THE R. APCHING THE END OF THE RWY, THE CTLR GAVE US A HDG AFTER TKOF. I BELIEVE HE SAID 'TURN TO HDG 260 DEGS AFTER TKOF.' AS I SLOWED THE ACFT TO A NEAR STOP, THE CAPT SAID 'LET'S GO, WE'VE BEEN CLRED TO TAKE OFF.' I SAID 'YOU'D BETTER CONFIRM THAT, I DIDN'T HEAR A CLRNC.' HE CALLED THE TWR AND THE TWR CONFIRMED THAT WE WERE NOT CLRED FOR TKOF. I STOPPED THE ACFT SHORT OF THE RWY, BUT TWR SENT A HAWKER THAT WAS TURNING FINAL AROUND TO BE SURE. IF WE HADN'T CONFIRMED THE CLRNC, WE WOULD PROBABLY HAVE ENTERED THE RWY BEFORE SEEING THE HAWKER. I BELIEVE THE CAPT THOUGHT THAT THE ISSUANCE OF THE HDG AFTER TKOF WAS THE ACTUAL CLRNC FOR TKOF. PERHAPS THE ISSUANCE OF A HDG AFTER TKOF SHOULD BE GIVEN WITH THE TKOF CLRNC SO AS TO AVOID CONFUSION.
