Narrative:

While flying a heavy transport from oak to ewr, we were given a holding clearance of hold at penns, 15000', as published, efc at pm:50 Z. Penns is a holding fix in the slate run 6 arrival. We were then given a clearance from ZNY to descend to 13000'. The controller then gave us a clearance to descend to 7000' 10 NM west of broadway VOR. During the descent the controller also said, cross penns below 10000', maintain 7000'. Later the controller asked us why we weren't at penns. The captain informed the controller that the clearance 10 west at 7 NM was inside the penns holding fix. We were then told to turn immediately to 290 degrees (right turn), maintain 7000'. We were then told to go back to penns and hold. The controller then said, 'sorry about that, you were given an erroneous clearance.' upon arrival at penns, we were then cleared direct ewr.

Narrative: WHILE FLYING A HVT FROM OAK TO EWR, WE WERE GIVEN A HOLDING CLRNC OF HOLD AT PENNS, 15000', AS PUBLISHED, EFC AT PM:50 Z. PENNS IS A HOLDING FIX IN THE SLATE RUN 6 ARR. WE WERE THEN GIVEN A CLRNC FROM ZNY TO DSND TO 13000'. THE CTLR THEN GAVE US A CLRNC TO DSND TO 7000' 10 NM W OF BROADWAY VOR. DURING THE DSCNT THE CTLR ALSO SAID, CROSS PENNS BELOW 10000', MAINTAIN 7000'. LATER THE CTLR ASKED US WHY WE WEREN'T AT PENNS. THE CAPT INFORMED THE CTLR THAT THE CLRNC 10 W AT 7 NM WAS INSIDE THE PENNS HOLDING FIX. WE WERE THEN TOLD TO TURN IMMEDIATELY TO 290 DEGS (RIGHT TURN), MAINTAIN 7000'. WE WERE THEN TOLD TO GO BACK TO PENNS AND HOLD. THE CTLR THEN SAID, 'SORRY ABOUT THAT, YOU WERE GIVEN AN ERRONEOUS CLRNC.' UPON ARR AT PENNS, WE WERE THEN CLRED DIRECT EWR.
