Narrative:

I was the PF and acting first officer on flight. Flight was on radar vectors, cleared for the approach to ILS runway 1 at dca airport. While in the turn to intercept the localizer and GS, generator #2 failed, resulting in multiple screen failures on the first officer's side. In handling the emergency, which resulted in a serious incident due to the crew's proper handling of the situation, flight was not handed off by dca approach control to dca tower, at the mistake of dca approach. Flight landed uneventfully on runway 1 without clearance to land. After querying dca tower it was confirmed, without the crew knowing flight was in fact cleared to land.

Title: A CL65 LOSES ITS #2 GENERATOR ON THE APCH AND FLC LANDS WITHOUT BENEFIT OF A LNDG CLRNC AND OFF FREQ WITH TWR AT DCA, DC.

Narrative: I WAS THE PF AND ACTING FO ON FLT. FLT WAS ON RADAR VECTORS, CLRED FOR THE APCH TO ILS RWY 1 AT DCA ARPT. IN HANDLING THE EMER, WHICH RESULTED IN A SERIOUS INCIDENT DUE TO THE CREW'S PROPER HANDLING OF THE SIT, FLT WAS NOT HANDED OFF BY DCA APCH CTL TO DCA TWR, AT THE MISTAKE OF DCA APCH. FLT LANDED UNEVENTFULLY ON RWY 1 WITHOUT CLRNC TO LAND. AFTER QUERYING DCA TWR IT WAS CONFIRMED, WITHOUT THE CREW KNOWING FLT WAS IN FACT CLRED TO LAND.
