Narrative:
We were flying air carrier flight abcd stl-jfk on the lendy 4 arrival at FL190. At lendy, we were given vectors for jfk. The controller asked our speed and I said 320 KTS. He said 'you were supposed to cross lendy at 250 KTS.' I think we were 10 mi past when he said that. I responded, ok 250 KTS. This is the first time we were given a speed restr of 250 KTS, so we immediately slowed to 250 KTS. We continued the arrival into jfk without any further incident. Once on the ground, I looked at the lendy 4 arrival and it did not have anything on it about crossing lendy at 250 KTS. I asked the captain if he heard that restr or responded to it while I was off the #1 radio talking to company on the #2 radio getting gate information. He said he did not hear or respond to a restr of lendy at 250 KTS. As far as we know we did not receive that restr nor was it published on the arrival. Maybe a previous controller was supposed to give that restr to us and got too busy and forgot or they gave it to us and we did not hear it. There wasn't any evasive action taken to avoid another aircraft. We slowed to 250 KTS when asked and continued the approach to jfk.
Original NASA ASRS Text
Title: DC9 CREW HAD SPD DEV ON ARR TO JFK.
Narrative: WE WERE FLYING ACR FLT ABCD STL-JFK ON THE LENDY 4 ARR AT FL190. AT LENDY, WE WERE GIVEN VECTORS FOR JFK. THE CTLR ASKED OUR SPD AND I SAID 320 KTS. HE SAID 'YOU WERE SUPPOSED TO CROSS LENDY AT 250 KTS.' I THINK WE WERE 10 MI PAST WHEN HE SAID THAT. I RESPONDED, OK 250 KTS. THIS IS THE FIRST TIME WE WERE GIVEN A SPD RESTR OF 250 KTS, SO WE IMMEDIATELY SLOWED TO 250 KTS. WE CONTINUED THE ARR INTO JFK WITHOUT ANY FURTHER INCIDENT. ONCE ON THE GND, I LOOKED AT THE LENDY 4 ARR AND IT DID NOT HAVE ANYTHING ON IT ABOUT XING LENDY AT 250 KTS. I ASKED THE CAPT IF HE HEARD THAT RESTR OR RESPONDED TO IT WHILE I WAS OFF THE #1 RADIO TALKING TO COMPANY ON THE #2 RADIO GETTING GATE INFO. HE SAID HE DID NOT HEAR OR RESPOND TO A RESTR OF LENDY AT 250 KTS. AS FAR AS WE KNOW WE DID NOT RECEIVE THAT RESTR NOR WAS IT PUBLISHED ON THE ARR. MAYBE A PREVIOUS CTLR WAS SUPPOSED TO GIVE THAT RESTR TO US AND GOT TOO BUSY AND FORGOT OR THEY GAVE IT TO US AND WE DID NOT HEAR IT. THERE WASN'T ANY EVASIVE ACTION TAKEN TO AVOID ANOTHER ACFT. WE SLOWED TO 250 KTS WHEN ASKED AND CONTINUED THE APCH TO JFK.
