Narrative:
On departure, I became distraction flying the SID, and as the PF, I let the aircraft 'balloon up' approximately 500 ft before correcting back down towards my assigned altitude of 4000 ft. At approximately 4300 ft, I received a clearance to climb to FL230 and resumed a climb. Another aircraft on a perpendicular course was descending behind me. Our TCASII indicated a separation of 400-500 ft, 4-5 NM. No TCASII warning was indicated.
