Narrative:
DC10-30, near gross, for runway. Optimum flaps for takeoff (10.5 degrees) and maximum thrust. ATIS reported windshear on final and reports of severe turbulence below 6000 ft. Ground conditions at the time were light to occasional moderate rain squalls with fast-moving clouds. Movement surfaces, including runway, were wet. Power was run up and stabilized before takeoff. Long takeoff roll with two very small hesitations in airspeed increase. Aircraft did not rotate or climb enthusiastically due to weight, wind, and shallow flap setting. This is a noise abatement departure (lawbourne 3M). Power reduction to climb thrust at 1500 ft AGL, then climb to 3000 ft AGL, before retracting flaps. At 2.3 DME, right turn was initiated, speed was increasing above V2 + 10 KTS, but climb performance was poor, windy, and rough. Flaps retracted to 1 degrees (takeoff slats) captain was reducing and then increasing power due to fluctuating airspeed. Rough ride. At about 2500 ft MSL, speed and climb increased significantly. Speed warning and altitude horn (for intermediate altitude leveloff at 3000 ft MSL) near idle thrust, autothrottles off. Apparent strong updraft/windshear. Reversed climb rate at about approximately 3400 ft, speed about 290 KTS. Slowed and retracted takeoff slats. Continued climb at departure control request on radar heading. Altitude excursion caused by unreasonable requirement to comply with noise abatement SID under very poor flying conditions.
