Narrative:
Failed to comply with l-hand turn after departure as depicted on SID for hpn runway 34. Problem catalyst was improper/incomplete takeoff briefing with a detailed brief on procedures required by hpn SID. Contributing factors of hurried departure planning due to crew change with insufficient time allowed (scheduled is inadequate, plus ny delays), false sense of security due to so many published sids being merely runway heading/runway vectors to assigned altitude, lack of recent exposure to hpn's unique operating environment, and procedures. The missed turn was discovered by ny departure and was corrected by radar vectors to sequence behind other IFR traffic. Factors affecting human performance were the insufficient time allowed for aircraft turn/crew change and over-reliance on FMS database sids. They are programmed into the flight plan/route with respective navigation facilities/waypoints but no special turns/altitudes/airspds. Standard takeoff briefing, including a detailed brief of the SID, would have eliminated this problem. Supplemental information from acn 453847: ny departure asked if we were on runway heading. I answered in the affirmative. He then asked if we were given the SID. I looked to the captain (PF) he said, 'no.' although I got the clearance and was sure we were issued the SID, I answered as instructed, 'no.' I glanced out the SID and it called for a left turn to 295 degrees after 1000 ft AGL. In retrospect, I would have preferred to say that we did get the SID and accidentally missed the turn. The captain later stated that he thought ATC asked if we were given a turn by tower and that's why he said, 'no.' I feel partly responsible for missing the turn and feel guilty for lying to ATC about it.

Title: A CL65 CAPT AND FO SUBMITTED RPTS DESCRIBING THE TURN THEY MISSED ON THE HPN SID.
Narrative: FAILED TO COMPLY WITH L-HAND TURN AFTER DEP AS DEPICTED ON SID FOR HPN RWY 34. PROB CATALYST WAS IMPROPER/INCOMPLETE TKOF BRIEFING WITH A DETAILED BRIEF ON PROCS REQUIRED BY HPN SID. I ANSWERED IN THE AFFIRMATIVE. HE THEN ASKED IF WE WERE GIVEN THE SID. I LOOKED TO THE CAPT (PF) HE SAID, 'NO.' ALTHOUGH I GOT THE CLRNC AND WAS SURE WE WERE ISSUED THE SID, I ANSWERED AS INSTRUCTED, 'NO.' I GLANCED OUT THE SID AND IT CALLED FOR A L TURN TO 295 DEGS AFTER 1000 FT AGL. IN RETROSPECT, I WOULD HAVE PREFERRED TO SAY THAT WE DID GET THE SID AND ACCIDENTALLY MISSED THE TURN. THE CAPT LATER STATED THAT HE THOUGHT ATC ASKED IF WE WERE GIVEN A TURN BY TWR AND THAT'S WHY HE SAID, 'NO.' I FEEL PARTLY RESPONSIBLE FOR MISSING THE TURN AND FEEL GUILTY FOR LYING TO ATC ABOUT IT.
