Narrative:
Airmet for icing in michigan. None in new york. Ice accumulation in descent to elm. Had ice on departure from hpn but trace rime. Diverted to elm. Pitot iced over and lost airspeed. Because of 40 KT headwinds, estimation of airspeed by GPS ground speed difficult. Handling by ATC was excellent. They contacted elm for emergency equipment though none asked for, nor was emergency declared. Picked up about 1/4-1/2 inch mixed ice. No handling problems despite winds of 11 KTS gusting 28 KTS at elm. Forecasting ice difficult and no PIREPS available. Would decriminalize icing in aircraft not certified for flight into 'known' ice to get more reports from pilots of singles.

Title: PIPER PLT ENCOUNTERS ICING THAT WAS NOT FORECAST RESULTING IN UP TO ONE HALF INCH AIRFRAME ICE AS WELL AS BLOCKED PITOT DURING DSCNT TO DIVERSION ARPT.
Narrative: AIRMET FOR ICING IN MICHIGAN. NONE IN NEW YORK. ICE ACCUMULATION IN DSCNT TO ELM. HAD ICE ON DEP FROM HPN BUT TRACE RIME. DIVERTED TO ELM. PITOT ICED OVER AND LOST AIRSPD. BECAUSE OF 40 KT HEADWINDS, ESTIMATION OF AIRSPD BY GPS GND SPD DIFFICULT. HANDLING BY ATC WAS EXCELLENT. THEY CONTACTED ELM FOR EMER EQUIP THOUGH NONE ASKED FOR, NOR WAS EMER DECLARED.
