The airbus was 5900 ft on visual approach over mountainous terrain when it received a TA and RA to descend. The pilot advised he was descending because of TCASII RA. The controller issued the MVA of 5700 ft. The airbus stopped descent at 5600 ft when the RA ceased. There was no known or observed traffic near the area.
